Peran Notaris

Dalam UU No. 30 tahun 2004 disebutkan bahwa Notaris adalah Pejabat Umum yang berwenang membuat akta otentik.
Inti dari tugas Notaris adalah merekam secara tertulis dan otentik hubungan-hubungan hukum antara para pihak, yang secara mufakat meminta bantuan jasa-jasa Notaris.
Berdasarkan Permensos Nomor 13/HUK/2005 tentang Izin Undian pasal 18, 20, dan 21 disebutkan bahwa keberadaan Notaris dibutuhkan untuk membuat dan mengesahkan Berita Acara Penyegelan (untuk UGB Langsung dan UGB Tidak Langsung) dan Berita Acara Pelaksanaan Pengundian (untuk UGB Tidak Langsung).
Dalam penyelenggaraan UGB Tidak Langsung, pemenang hasil pengundian harus dinyatakan sah terlebih dahulu oleh pihak Kementerian Sosial RI (c.q. Direktorat PPSDBS) dan/atau Dinas Sosial setempat sebelum dibuat Berita Acara Pelaksanaan Pengundian oleh Notaris.
